What i did was duplicate the original layer and tinted it with different hues (can do the same thing using solids), in the center there is a deeper red set to 'multiply' - under that, there is a orange feathered out set to "lighten", and then theres a blue for extra detail which is more feathered and softer - set to "soft transfer" I haven't added smoke as i couldn't be arsed for an example. it's not perfect but it follows the same principals i noted in my post. This was throw together in about 4 mins on photoshop. (sorry if there are any spelling mistakes, got new keyboard and not used to it yet) Thanks for the help, i will keep trying to play with curves and what not. It is just these colours which i find quite irritating I dont intend to add blood or anything as that will look unrealistic (as you wouldn't really see blood come out very much as the bullet will be drawing the bloom out in the direction it is travelling.) but i have added a smoke layer but it doesn't look too brilliant, but i think that may just be the type of smoke, so i will change the smoke type to one that suits the gun shot the best. I done al the add stuff and masking, but it just doesn't look to real, I've played with curves and all that stuff to get a good colour, but it doesn't seem to work well, if you want u can save the image and do it and you should see what i mean. I would expect they just intend to use the shot very quickly in a scene.

No need for blood or anything more than smoke, if theres no practical elements or anything to track then they can't expect a perfect composite of a wound. What i'd do is create an Adjustment layer, change the transfer mode to 'ADD', apply a add a Curves adjustment then apply a mask to the leg with the edges feathered for 2 frames. It is not like most muzzle flash scenes i have done in the past. but this doesn't look brilliant too, this scene is much hard than i thought. I have also trued making a flash using a solid colour and masking it to resemble the flash. So the flash ends up, not looking bright, but just looking a weird colour. But this doesn't give a very good flash look, because the scene is dark, and the colours are very blue. i mask the area i want there to be a flash and feather it out. (i have been given after effects to use on this project) I duplicate the base layer and set one of them to add. The one problem i am having is with the plash. However i think they will cut the scene so there is a gun shot, then less than a second later it goes to the next shot in the scene. how ever, they didn't use any squibs on the leg, so no clothes were ripped, to imitate the bullets path going through the leg. Well someone gave me a scene to edit where someone shoots a gun into someone else's leg from point blank range, and then the persons leg jerks. It sounds like a bigger challenge could be what happens to the leg itself. Accompanying smoke always tends to help with the drama, too, even if it isn't always realistic. Yeah, if it's a dark scene definitely a quick 1-2 frame flash.
